SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NOVI

The meeting was called to order at 5:35 PM with Mayor McLallen presiding.

PURPOSE OF SPECIAL MEETING:

The Mayor explained that the purpose of this meeting was to adopt Ordinance 95-l56.01 which would amend the ordinance passed by council on Monday night.

Lou Bugbee said the entire calculation in paragraph e. was different from what was passed Monday plus additional language had been added in the opening paragraph about net assets not to exceed $150,000.00.

Moved by Councilman Pope,

Seconded by Councilman Mitzel,

That Ordinance 95-156.01 - AN ORDINANCE TO AMEND SECTION 2.193.5 OF THE CITY OF NOVI CODE OF ORDINANCES TO PROVIDE THE CALCULATION METHOD FOR POVERTY EXEMPTION - be approved for first and second reading and shall be effective immediately.

Discussion:

Councilman Schmid asked why the ordinance was not written like it has been for the last five years, and Mr. Bugbee said this was an attempt to streamline the ordinance but a portion of the calculation the Board has used for years was omitted in the previous version.

Councilman Toth questioned whether total household income (paragraph e.) included anyone who was there whether for a day or all year and Councilman Pope asked if someone making $135,000 a year could qualify for an exemption.

Mr. Bugbee said household income meant residents, not visitors and clarified that there were two qualifications to the exemption - income and aggregate net assets.
