STATE PROPOSAL 20-1
Proposed constitutional amendment to allow money from oil and gas mining on state-owned lands to continue to be collected. This proposal would allow the State Parks Endowment Fund to continue until its balance reaches $800,000,000; require subsequent gas and oil revenue from state-owned lands to go into Natural Resources Trust Fund; require at least 20% of Endowment Fund annual spending to go towards State park improvement; and require at least 25% of Trust Fund annual spending go toward parks and public recreation areas and at least 25% toward land conservation.

Proposed constitutional amendment to require a search warrant in order to access a person’s electronic data or electronic communication. This proposal would prohibit unreasonable searches or seizures of a person’s electronic data and electronic communications; require a search warrant to access a person’s electronic data or electronic communications under the same conditions for the government to obtain a search warrant to search a person’s house or seize a person’s things.
OAKLAND COUNTY PARKS AND RECREATION MILLAGE
Millage replacement and increase to improve, operate, and maintain parks, open space areas, trails, and recreation activities in Oakland County, Michigan. To continue to provide revenue to the Oakland County Parks and Recreation Commission, shall the current millage, which has been reduced by required rollback, be replaced and increased to .35 mills for 10 years from 2020 to 2029? The .35 mills is equal to 35 cents per $1,000.00 of taxable value. The millage if approved and levied, will generate approximately $22,026,860.00 in 2020.
REGIONAL ENHANCEMENT MILLAGE RENEWAL PROPOSAL (PRECINCTS 16, 17, 24, 25)
The proposed enhancement millage will be collected by the Wayne County Regional Educational Service Agency and distributed to local constituent public school districts including eligible public school academies within the boundaries of the Wayne County Regional Educational Service Agency based on pupil membership count. As a renewal of authority which expires with the 2021 levy, shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in the Wayne County Regional Educational Service Agency, Michigan, be increased by 2 mills ($2.00 per thousand dollars of taxable value) for a period of six (6) years, 2022 to 2027, inclusive, to provide operating funds to enhance other state and local funding for local school district operating purposes? It is estimated that 2 mills would raise approximately $90.4 million when first levied in 2022.

Proposed constitutional amendment to allow money from oil and gas mining on state-owned lands to continue to be collected. This proposal would allow the State Parks Endowment Fund to continue until its balance reaches $800,000,000; require subsequent gas and oil revenue from state-owned lands to go into Natural Resources Trust Fund; require at least 20% of Endowment Fund annual spending to go towards State park improvement; and require at least 25% of Trust Fund annual spending go toward parks and public recreation areas and at least 25% toward land conservation.

Proposed constitutional amendment to require a search warrant in order to access a person’s electronic data or electronic communication. This proposal would prohibit unreasonable searches or seizures of a person’s electronic data and electronic communications; require a search warrant to access a person’s electronic data or electronic communications under the same conditions for the government to obtain a search warrant to search a person’s house or seize a person’s things.
OAKLAND COUNTY PARKS AND RECREATION MILLAGE
Millage replacement and increase to improve, operate, and maintain parks, open space areas, trails, and recreation activities in Oakland County, Michigan. To continue to provide revenue to the Oakland County Parks and Recreation Commission, shall the current millage, which has been reduced by required rollback, be replaced and increased to .35 mills for 10 years from 2020 to 2029? The .35 mills is equal to 35 cents per $1,000.00 of taxable value. The millage if approved and levied, will generate approximately $22,026,860.00 in 2020.
REGIONAL ENHANCEMENT MILLAGE RENEWAL PROPOSAL (PRECINCTS 16, 17, 24, 25)
The proposed enhancement millage will be collected by the Wayne County Regional Educational Service Agency and distributed to local constituent public school districts including eligible public school academies within the boundaries of the Wayne County Regional Educational Service Agency based on pupil membership count. As a renewal of authority which expires with the 2021 levy, shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in the Wayne County Regional Educational Service Agency, Michigan, be increased by 2 mills ($2.00 per thousand dollars of taxable value) for a period of six (6) years, 2022 to 2027, inclusive, to provide operating funds to enhance other state and local funding for local school district operating purposes? It is estimated that 2 mills would raise approximately $90.4 million when first levied in 2022.

TO: All owners, occupants or possessors of subdivided lands or lots:NOTICE IS HEREBY GIVEN that in accordance with Chapter 21, Article II, of the Code of Ordinances, City of Novi, Michigan, all noxious weeds, or other weeds, grass, brush, or deleterious, unhealthy growths exceeding a height of eight (8) inches, growing, standing or lying upon any property in the City of Novi, shall be cut down, destroyed or removed as the case may be, at least twice in each year, once during the last half of the month of May and again during the last half of July of each year and more often as may be necessary.
If the owner or occupant, or any person or persons, agent, firm, or corporation having control or management of any subdivided land or lots or any other non-subdivided parcel of land upon which any building or buildings have been erected shall fail, refuse, or neglect to comply with the above mentioned Code provisions, the city shall cause the weeds, grass, brush, deleterious, unhealthy growths, rubbish, to be cut down, destroyed, or removed. Provided, further, that any lands which are situated within the floodplains or any natural streams or watercourses, or any area between the lower or upper banks of such streams or watercourses shall be exempted from the provisions of such Code provisions. The expense incurred by the City in the cutting, destruction, or removal of same, together with an administrative charge established pursuant to resolution of City Council, will be levied and collected against such property in the manner provided by law.

Renewal of Oakland County Art Institute Authority Millage (All precincts):
In 2012 the electors of Oakland County approved a 10-year millage to provide County residents with services from the Detroit Institute of Arts (DIA) through the Oakland County Art Institute Authority.
As a result of the millage, the DIA provides Oakland County residents with free K-12 school field trips including free transportation, free senior group programming with free transportation, and unlimited free general admission. To ensure transparency, the DIA submits to an annual independent audit and posts financial reports online.
To continue to provide revenue to the DIA, which will allow these DIA services for the residents of the County to continue, the Art Institute Authority is permitted by law to seek a renewal of the millage at a rate of no more than the current 0.2 mill (20 cents per $1,000 taxable value) on all real and personal property in the County. Revenue from this millage will be disbursed to the Art Institute Authority and then transferred to the DIA as permitted by and for the purposes set forth in Public Act 296 of 2010. It is estimated that if approved and levied, this millage renewal would generate approximately $13,600,000 in 2022.

Ten Mile Road, Novi, MI to consider the DRAFT SECOND AMENDMENT TO CONSENT JUDGMENT FOR THE OAK POINTE PLAZA IN THE MATTER OF SELECTIVE DEVELOPMENT V CITY OF NOVI. Oak Pointe Plaza consists of four parcels. The subject properties are located on the east side of Novi Road south of Nine Mile Road in Section 35. The amendment is required to allow the use of ‘Instructional Center’ and ‘Public or Private Indoor Recreation Center’ as a permitted use for these properties. No other changes to the site are proposed at this time.
