AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 12:00 P.M. the day of the meeting. The materials cannot be changed before the meeting.
CONSENT AGENDA REMOVALS AND APPROVALS – All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.

1. Approval of resolution to authorize Budget Amendment #2022-1.

Adoption of a resolution authorizing approval of a contract with the Michigan Department of Transportation to agree to the rights and obligations associated with the construction of the ITC Trail to Wildlife Woods Park Pathway Connection project, with the City of Novi’s estimated responsibility of the construction in the amount of $105,991.

3. Consideration of approval to purchase one (1) 2022 Ford F-550 dump truck and seven (7) 2022 Ford F-350s from Signature Ford, through the Macomb County Cooperative Purchasing Contract; and upfits to be completed by Truck and Trailer Specialties through the City of Rochester Hills RFP contract, in the amount of $438,664.

4. Consideration of approval for Change Order No. 3 to Mattioli Cement Company, LLC, to reconstruct a 530-foot section of Chase Drive, in the Chase Farms Subdivision as part of the 2021 Neighborhood Road Program – Concrete Streets contract, in the amount of $123,483.80.

Approval of Ordinance No. 21-188.01, an Ordinance to Amend the City of Novi Code of Ordinances, at Chapter 28, “Signs,” Section 28-1, “Definitions,” Section 28-3, “Permits,” Section 28-5, “Allowed in All Districts,” Section 28-8, “Off-Premises Signs,” Section 28-9, “Non-Commercial Message Permitted; Right-of-Way,” Section 28-10, “Prohibited Signs,” and Section 28-14, “Non-Conforming and Abandoned Signs,” in order to remove references to On- and Off-Premises Signs, to add a definition of “Highway Sign”, and to make other revisions to sign standards for permanent signs.
