AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 12:00 P.M. the day of the meeting. The materials cannot be changed before the meeting.
CONSENT AGENDA REMOVALS AND APPROVALS – All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.
MATTERS FOR COUNCIL ACTION
1. Approval of resolution to authorize Budget Amendment #2022-1.

Adoption of a resolution authorizing approval of a contract with the Michigan Department of Transportation to agree to the rights and obligations associated with the construction of the ITC Trail to Wildlife Woods Park Pathway Connection project, with the City of Novi’s estimated responsibility of the construction in the amount of $105,991.

Consideration of approval to purchase one (1) 2022 Ford F-550 dump truck and seven (7) 2022 Ford F-350s from Signature Ford, through the Macomb County Cooperative Purchasing Contract; and upfits to be completed by Truck and Trailer Specialties through the City of Rochester Hills RFP contract, in the amount of $438,664.

4. Consideration of approval for Change Order No. 3 to Mattioli Cement Company, LLC, to reconstruct a 530-foot section of Chase Drive, in the Chase Farms Subdivision as part of the 2021 Neighborhood Road Program – Concrete Streets contract, in the amount of $123,483.80.

5. Consideration of approval of recommendations from the Youth Council Review Committee for appointments to Youth Council and Youth Boards & Commissions Student Representatives.

D. Consideration of approval of resolution recognizing Living and Learning Enrichment Center as a nonprofit organization operating in the City of Novi for the purpose of obtaining a charitable gaming license from the State of Michigan.

Approval of Ordinance No. 21-188.01, an Ordinance to Amend the City of Novi Code of Ordinances, at Chapter 28, “Signs,” Section 28-1, “Definitions,” Section 28-3, “Permits,” Section 28-5, “Allowed in All Districts,” Section 28-8, “Off-Premises Signs,” Section 28-9, “Non-Commercial Message Permitted; Right-of-Way,” Section 28-10, “Prohibited Signs,” and Section 28-14, “Non-Conforming and Abandoned Signs,” in order to remove references to On- and Off-Premises Signs, to add a definition of “Highway Sign”, and to make other revisions to sign standards for permanent signs. F. Approval of Change Order No. 3 to Pro-Line Asphalt Paving Corporation, for placing a 2-inch asphalt cap on Lee BeGole Drive as part of the 2021 Neighborhood Road Program – Asphalt Streets contract, in the amount of $62,700.

G. Approval of Change Order No. 4 to Pro-Line Asphalt Paving Corporation, to rehabilitate the driveway access to the Country Place Sanitary Lift Station as part of the 2021 Neighborhood Road Program – Asphalt Streets contract, in the amount of $74,250.

H. Approval of a Storm Drainage Facility Maintenance Easement Agreement from the Adell Center Association for the Adell Center located south of I-96 and west of Novi Road.

I. Approval of a Storm Drainage Facility Maintenance Easement Agreement from Daifuku North America Holding Company for the Daifuku test building located west of Haggerty Road and east of Cabot Drive (parcel 50-22-01-400-041).

J. Approval of a Storm Drainage Facility Maintenance Easement Agreement from Robertson Brothers for the single family residential development, Lakeview, located along Old Novi Road, south of Thirteen Mile Road (parcel 50-22-11-109-011).
