AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 5 p.m. five days before the meeting and the materials cannot be changed before the meeting.
CONSENT AGENDA REMOVALS AND APPROVALS (See items A-S) All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.
MATTERS FOR COUNCIL ACTION
1. Approval to award engineering and construction services to Ferguson Waterworks for the implementation of a Fixed Network System to be used for reading and collecting information from the water meters throughout the City’s water distribution system, in the amount of $302,454.

2. Approval to award a construction contract for the 2017 Chip Seal project to Highway Maintenance, the low-bidder, in the amount of $219,969.85 subject to final review and approval of the form and agreement by the City Manager’s office and the City Attorney.

3. Approval to award contract to WatchGuard for the Novi Police Department in-car Camera System in the amount of $215,462 through the Oakland County Contract.

4. Approval to award an amendment to the engineering services agreement with AECOM (URS Corporation - Great Lakes) for design engineering services associated with the ITC Trail Phase 2 project in the amount of $172,427.58.

5. Consideration of requests from One World Market, Inc.:
(
A) Consideration of a request for Special Land Use approval for service of alcoholic beverages.
B) Consideration of a request to transfer ownership of a Class C Liquor License with Sunday Sales Permit (AM & PM), from Blue Ribbon Restaurants Rochester, LLC to One World Market, Inc. to be located at 42705 Grand River Avenue, Suite 103 Novi, MI 48375.

Approval of Zoning Ordinance Text Amendment 18.284 to amend the City of Novi Zoning Ordinance at Article 3, “Zoning Districts” Section 3.20, OST Required Conditions and Section 3.14, I-1 Required Conditions, to allow outdoor placement of above-ground storage tanks; and at Article 3, “Zoning Districts” Section 3.18 OSC Required Conditions to allow Outdoor Displays in connection with a permitted general hospital use. E. Approval of Resolution authorizing transfer ownership of the Villa Barr Art Park sculptures “Yellow Rollover” and “Caduceus” to the Dennos Museum Center and the sculptures “Equation 1” to the Michigan Legacy Art Park, with the final form of the transfer documents to be reviewed and approved by the City Manager and City Attorney.

F. Approval of Resolution, Project Agreement and Grant Acceptance to accept the Michigan Natural Resources Trust Fund Grant TF16-0111 for the acquisition of an approximately 12.5-acre parcel located on Nine Mile Road west of Garfield, to be known as the ITC Regional Trailhead Park property.

G. Approval to award engineering services to Orchard, Hiltz & McCliment for the development of an Asset Management Plan for the City’s water distribution system, in the amount of $30,800.

H. Approval to award an amendment to the engineering services agreement with AECOM (URS Corporation-Great Lakes) for construction engineering services for the 2017 Chip Seal project in the amount of $18,498.34.

I. Acceptance of a sidewalk easement as a donation from MI Developments (America) Inc. as part of the approved site plan for Magna on Haggerty Road, south of Lewis Drive (parcel 22-12-200-026).

J. Approval to purchase (1) new John Deere Compact Utility Tractor from D&G Equipment, in the amount of $35,663.04 based on State of Michigan MiDeal cooperative Purchasing program.

K. Approval to purchase new furniture for the Novi Police Department Training Center from ISCG Inc., in the amount of $44,501.25 based on State of Michigan MiDeal cooperative Purchasing program.

L. Approval to make the award for the Fuerst Sisters Wing upgrades to Great Lakes Power and Lighting INC, the City’s contracted Electrical contractor, in the amount of $38,738.51 for lighting upgrades and Continental Flooring Company, based on 1GPA cooperative purchasing contract, in the amount of $34,330 for flooring upgrades.

M. Approval of Resolution Authorizing “2017 Michigan State Fair” to occur on the Suburban Collection Showplace property at 46100 Grand River Avenue.

N. Approval to award a unit price contract for Catch Basin Cleaning Services to Greenscape, the low bidder, for a one-year term with two one-year renewal options at an estimated annual cost of $45,900.

O. Approval to award an amendment to the engineering services agreement with AECOM (URS Corporation - Great Lakes) for design engineering services associated with the Sixth Gate Drive project in the amount of $19,349.00.

P. Acceptance of a streambank maintenance easement(s) for a property along Bishop Creek as part of the streambank restoration project (Parcel 50-22-25-126-032).

Q. Approval to purchase one 2-ton and one 4-ton patch machines from Spaulding Mfg Inc. using the HGACBuy contract #SM10-16, in the amount $54,846.
